What स means
Read it as sa, with an s sound.
In Sanskrit, sa is called dental because the tongue is near the teeth. A bare Devanagari consonant has a built-in a vowel. A vowel sign changes that vowel; a virama, also called halant, removes it.
Why is the vowel sometimes silent?
Hindi can leave the built-in vowel unspoken.
Sanskrit reading normally keeps the a unless the spelling changes it. Hindi pronunciation can drop it within a word or at its end, while the consonant remains written. Read the whole Hindi word rather than automatically adding sa to every स.
Where did स come from?
It developed through scripts descended from Brahmi.
One script-history account traces Brahmi to the 8th or 7th century BCE; Ashoka’s edicts from the 3rd century BCE are treated as the earliest decipherable inscriptions. Those early records used Brahmi for Prakrit in religious, administrative, and public life. Northern script forms developed through Siddhamātrikā and Kuṭilā; Nagari appears from the 10th century onward. Later descendants were used to write Sanskrit and modern languages.
The surrounding word and language carry the tone; स itself is a neutral letter.
स, श, and ष are different letters. Roman spellings that contain s do not make them interchangeable.

1Why does स show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
