What ꖍ means
It represents one Vai syllable.
The standard Vai syllabary—a set of signs for syllables—developed in Liberia in the early 1830s, mainly by Momolu Duwalu Bukele, to write Vai, spoken in western Liberia and eastern Sierra Leone. It served correspondence and record-keeping; Bukele later said a dream inspired him.
Some early Vai texts also used logograms—signs for whole words—alongside syllable signs. The script’s origins remain debated; proposed influences include Cherokee, Latin, or Arabic writing, and the shaping of earlier pictorial signs into a syllabary.

1Why does ꖍ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
