What ꕶ means
It contributes one syllable; the surrounding word carries the meaning. A standard romanization table identifies it as the Vai syllable po. Vai is a syllabary: its characters usually represent syllables, so this sign forms part of a written word rather than an English gloss. “Poo” is the Unicode label, not the Vai reading.
The Vai script developed in Liberia in the early 1830s, primarily through Momolu Duwalu Bukele and his associates. It gave Vai speakers a way to write letters and keep records; schools helped it spread. Bukele’s cousin Kali Bara wrote the Book of Ndole, one of the oldest surviving long Vai manuscripts, before 1849.
Early Vai writing also drew on a local pictorial tradition: some texts used logograms—signs for whole words—alongside syllabic characters. Standardization work in 1899 and 1962 moved the system toward a phonetic syllabary and left most logograms out. Latin and Arabic were familiar writing traditions in the region; a link to Cherokee has been proposed, but remains conjectural.

1Questions people ask
1Why does ꕶ show as a box?
A font without Vai coverage may fall back to a missing-glyph box. A Vai-capable font can draw the character; the box reflects a display limitation, not a different symbol.
