What ꔳ means
It writes the spoken syllable “ti” in Vai.
The Vai syllabary was developed in Liberia in the early 1830s, chiefly by Momolu Duwalu Bukele, to write the Vai language. It served correspondence and merchant records. Surviving samples are documented from 1834; The Book of Ndole, from about 1845, is the longest surviving early text.
The oldest Vai texts also contain logograms—signs for whole syllables with associated meanings. They may preserve traces of earlier picture-based writing, but that possibility does not establish an origin for ꔳ.
