What 󠇄 means
It lets plain text pin down a glyph choice. In an ideographic variation sequence (IVS), a Han character comes first and one variation selector follows. The sequence can preserve a particular written form where font choice alone is not reliable, such as a form needed in a name.
The Ideographic Variation Database keeps communities’ variant lists in separate collections because publishers, scholars, and governments can need different forms. VS213 is not a regional style label: its effect depends on the preceding character and the exact registered pair. If a pair is unsupported, the selector is normally invisible and ignored.
A quiet typesetting instruction, with no standalone reading.
A bare VS213 does not select a glyph.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
