What 󠄗 means
It requests a registered glyph form for a Han character.
A Han character is a Chinese-derived ideograph used in Chinese, Japanese, and Korean writing. An Ideographic Variation Sequence (IVS) puts one first and a registered selector immediately after it. The base character and registry entry determine the form; VS40 has no fixed “style 40” meaning.
This mechanism lets plain text request a chosen form when font choice or rich formatting cannot travel with it. Separate registered collections serve different scholarly, government, and publishing needs; each variant still represents the same character.

2Is VS40 an emoji?
No. It is an invisible text control for registered Han glyph forms; it has no emoji-style variant.
Why did adding VS40 change nothing?
The pair may be unregistered or unsupported. Normal rendering then shows the base character in its usual form and hides VS40.
