What ꏔ means
It writes the Nuosu syllable “rut” with high level tone.
The standard covers one Liangshan dialect, spoken by Nuosu; other Yi communities have distinct writing traditions.
Older Yi logograms—signs for words or ideas—varied locally and appear not to derive from Han characters. Until modern times, village priests passed down local manuscripts for religious, magical, medical texts and family histories. The earliest surviving traditional Yi inscription is on a bronze bell dated 1485. The Liangshan syllabary draws on older forms; devised in 1974 and officially promulgated in 1980, it writes one dialect.

1Why does ꏔ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
