What ꏗ means
It represents one syllable in standardized Liangshan Yi (Nuosu). The Latin-letter transcription is rup; it identifies the Yi syllable rather than guiding English pronunciation. Its meaning in a passage depends on the Yi words and sentence around it.
How did Yi writing develop?
Yi writing has a long, varied regional history. Some proposed early examples are inscriptions on pottery, stone, bronze, and bone; finds attributed to the Western Han period (206 BC to AD 9) are among them. Paper texts survive from around 1500.
In the traditional Yi textual record, bimo (Yi ritual specialists) copied and taught texts for ceremonies, ancestor and deity rites, funeral chants, genealogies, history, divination, medicine, and poetry. Writing served as both record and ritual performance.
Yi script had regional forms that varied in graph shape, sound, tone, and punctuation. Cuan script is a historical name Han Chinese administrators used for an earlier Yi writing tradition. The standardized Liangshan Yi set took shape from traditional forms in the 1970s.
