What ࣺ means

It marks the vowel written e in Wolof transcription.

A 2010 Unicode proposal cites Senegalese Wolof writing material as an early record of the mark and writes its vowel value as é.

It distinguishes a vowel sound that Arabic letters alone do not show.

1

Why does ࣺ show as a box or float?

Font support explains it: a font without the mark may show a box, and weak Arabic mark positioning can place it awkwardly. Without a base letter, the combining mark may appear detached.
