What means
It turns one character cell into a small patch of a picture.
A 1984 Kaypro user guide describes each screen cell as eight addressable pixels in a 2 4 grid—two columns by four rows—so programs could switch them on or erase them to draw lines and pictures. The 2021 Unicode proposal links this exact fill to Kaypro's reverse-video code C1, a display mode that swaps light and dark.
What happens when these tiles touch?
Together, they turn a text grid into a larger picture.
Set the cells edge to edge and each pattern becomes one patch in the image; terminal tools can also color each cell for pixel art or compact charts. For clean joins, use a monospaced font or a terminal renderer that avoids gaps between the patches.

Questions people ask
1Why does it show as an empty box?
Your font or terminal may lack a drawing for this character, so it falls back to a box. It needs a font that includes the octant drawings or a terminal that draws them itself.
