What means
It marks three filled cells in a 2-by-4 tile.
Semigraphics means pictures made from text blocks. An octant splits one text cell into two columns and four rows; its digits identify the filled cells.
How did this tile move from screen to text?
It started as a Kaypro display pattern and survives in text.
A 1983 Kaypro 10 guide describes each character cell as eight pixel spots in a 2-by-4 grid. Software joined patterns into text-screen drawings without addressing each pixel separately. Unicode preserves this tile as text.

Questions people ask
1Why does show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
