What ╬ means
The double-line box-drawing cross is designed to join at each cell edge.
The set draws on standards used before 1990: Chinese GB 2312 and Korean KS X 1001 character sets, industry and terminal graphics, and IBM PC Code Page 437 (CP437). Similar tiled characters from Videotex, an early screen information service, were unified with it. A Videotex recommendation from November 1988 distinguished light and heavy lines; later revisions specified three weights.
In CP437, byte CE maps to ╬; Unicode assigns U256C. Without terminal line graphics, a library may substitute - and |.

4Questions people ask
1Why does ╬ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
