What ﹎ means
It preserves a centreline-style underline in older text.
Taiwan’s CNS 11643 text-encoding standard was trialed in 1983 and announced as a national standard in 1986; it included overlines and low lines for Chinese text exchange.
Unicode 1.0 called it “spacing centerline underscore.” Related line forms include dashed and wavy low lines, a centreline overline, and the separate vertical low line ︳. Unicode retained it for compatibility.
Technical and archival; it preserves a legacy text-encoding form.
For new underlining, use text styling; NFKC may turn ﹎ into _.

1Questions people ask
1Why does ﹎ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
