What ⑦ means
It marks item seven in a sequence.
In everyday use, a circled number is a compact list marker: the circle groups the numeral so it stands out in a heading, form, or diagram. Beside a product, seat, or map label, ⑦ can simply identify label 7; it need not mean the seventh step.
Japanese circled numbers appear in document headings, lists, and exam questions. Japanese computer systems once used machine-specific character sets for such marks, so matching symbols could fail across devices. Japan's JIS X 0213 character standard included a wider set in 2000. Western dingbat typefaces—fonts of decorative symbols—also supplied circled-number designs such as ➆, so similar-looking sevens can have different character identities.
