What ❼ means
It marks the seventh place in an ordered sequence.
Its design belongs to the ITC Zapf Dingbats series 100, a typeface collection of reusable document symbols. Unicode treats the black circled numerals one through ten as generic markers for ordered sequences.
❼, ➐, or ⑦?
They can all label seven, but they are different styles: ❼ has a serifed white numeral on black, ➐ has a sans-serif numeral on black, and ⑦ has a black numeral on white.
Use the one that matches the surrounding markers; the exact form matters only if the document assigns the symbols different roles.
It has the formal, decorative feel of a document marker.
Unicode 18.0 treats the series as generic sequence markers, so fonts may vary the outline; the character remains ❼.

2Questions people ask
1Why does ❼ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
