What ❽ means
It marks number eight with extra visual weight. Use it to identify item eight, label a step, or call attention to the numeral; the surrounding text tells readers which. It does not carry a separate conventional meaning beyond the number and its typographic emphasis.
The design comes from ITC Zapf Dingbats, an ornamental symbol font designed in 1975–1978. Unicode 17.0 treats negative-circled digits 1–10 as a generic number sequence. Enclosed numbers in older print and East Asian character sets also served as numbered bullets; rich-text formatting later replaced much of that use.
Why does ❽ look different in different apps?
Fonts can draw the same character with different details. The numeral’s proportions, circle, and stroke weight may shift from one app’s font to another; those changes affect its appearance, not its identity or reading.

No. It is the numeral eight, but only a list or step context makes it the eighth item; elsewhere it can simply emphasize the number.
