What means
The documented source is the European character set—the built-in collection of text shapes—for Sharp MZ computers. It kept outlined digits and capitals apart from standard forms so programs could use them as graphic lettering; the outline changed the design, not the value.
Why does outlined 7 become a plain 7?
Compatibility normalization turns it into plain 7.
Unicode gives a font-style mapping to 7. NFKC is a text-normalization form that applies compatibility mappings, so software using it can remove the outline while preserving the numeric value.
