What 圗 means
It encodes 圗, a written variant of 圖. 圖 means map, diagram, or picture in Chinese.
Chinese dictionaries from the Qing dynasty’s Kangxi reign onward list 圗 as an informal form of 圖; inscriptions and popular texts also show variant spellings.
Why does 圗 normalize to 圗?
It preserves a legacy character-set mapping.
Unicode reserves it for conversion back and forth with Taiwan’s CNS 11643-1992 character standard; its source entry is in plane 6.
Unicode normalization can replace 圗 with 圗, keeping the reading but losing the original code-point distinction.

Questions people ask
1Why does 圗 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
