What 嬈 means
It represents 嬈, a Chinese character whose meaning depends on its reading.
In Mandarin, ráo appears in expressions such as 嬌嬈, describing graceful beauty; rǎo can mean “disturb” or “unsettle.” The Shuowen Jiezi, a Chinese dictionary compiled around 100 CE, already recorded the troublesome and disturbing senses. Chinese dictionaries also preserve the beauty sense for ráo.
Why is 嬈 a separate code point?
To preserve round-trip conversion with its source character set.
CNS 11643-1992 is Taiwan’s standard for exchanging Chinese text. Its chart identifies 嬈 as source entry TF-4746, in the standard’s 15th plane, one numbered section of its character set. Unicode keeps this separate code point so conversion from that source and back can restore the same entry. The “1992” dates the standard, not the underlying character. Normalization maps 嬈 to 嬈.
This is a specialist encoding form; ordinary text uses the appropriate form 嬈 or 娆.
Normalization can replace 嬈 with 嬈 and discard the original code point.

Questions people ask
1Why does 嬈 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
