What 冕 means
It names the formal cap worn by rulers and high officials. The character grew from 免, an older head-covering form. Shuowen Jiezi, an early Chinese character dictionary, defines 冕 as the formal cap of rulers and high officials.
In Chinese court dress, it marked rank; its forms and rules changed across dynasties.
Why does 冕 have a separate code?
It preserves a source-specific encoding distinction. Taiwan’s CNS 11643-1992 character standard lists it as code 6-4057. Unicode keeps the extra character so text can convert to and from that standard without losing its source distinction. Normalization can fold 冕 to 冕; the standardized sequence 冕︀ (U5195 UFE00) adds an invisible variation selector that requests this glyph form.

Questions people ask
1Why does 冕 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
