What 最 means
It follows the local reading of 最. Mandarin Chinese uses zuì, Japanese uses sai or mottomo, and Korean uses choe (최).
Why does 最 map to 最?
It preserves a separate source code position. The source position is T6-4978 in Taiwan’s CNS 11643 standard. Use 最 for ordinary writing. The older character 最 appears in oracle-bone inscriptions from the Shang period, records carved on bone and shell for divination. An early lexicon records “gather”; its common sense is “most” or “utmost.”
