What 𥘦 means
Enter 𥘦︀ in a supporting app and font. It is 𥘦 plus invisible Variation Selector-1. Unsupported apps ignore the selector and show ordinary 𥘦. Unicode normalization also maps 𥘦 to 𥘦, erasing the source-form distinction.
What does 𥘦 mean?
It is a CNS 11643 compatibility character mapped to 𥘦, a recorded variant of 赦, Mandarin shè, “pardon.” Taiwan’s Ministry of Education lists 𥘦 under 赦. The old Chinese dictionary Shuowen Jiezi glosses 赦 as “set aside”; a later commentator, Duan Yucai, says that sense was shared with 捨, then narrowed to “pardon” after 捨 became the usual form. Taiwan’s CNS 11643 standard included this character so conversion to Unicode and back could preserve the source distinction.
Technical and archival: it preserves a source-form distinction from CNS 11643.
Normalization erases that distinction.

Questions people ask
1Why does 𥘦 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
