What 䕡 means
It is the compatibility form of 䕡. The related 䕡 appears in the old Chinese plant name 菴䕡. The Shiji, an early Chinese history, includes 菴䕡 among plants of damp lowlands; a traditional dictionary describes the herb as resembling mugwort and wormwood and growing by roads.
Taiwan's CNS 11643 character encoding, a system for storing Chinese text, assigns it the code T7-423C. Unicode keeps this form for round-trip conversion with that older encoding, but normalization maps it to 䕡.
Preserve 䕡 only when the CNS 11643 entry matters; ordinary text should use 䕡.

Questions people ask
1Why does 䕡 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
