What 煮 means
It is an older form of 煮: “boil” or “cook.”
The Chinese dictionary Shuowen Jiezi, compiled around 100 CE, records the base character 煮. The older form 煮 replaces 煮’s cooking-pot element with fire. JIS X 0213:2000 included it for source conversion; Japanese data marked it Jinmeiyō in 2012, a category of kanji permitted in personal names.
Why does 煮 normalize to 煮?
Normalization folds 煮 into 煮.
After conversion, software cannot tell which form the source used.

1Why does 煮 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
