What 爫 means
It is a compatibility form of the claw component 爫.
JIS X 0213 is a Japanese character set; 爫 lets one of its source forms survive conversion to Unicode and back. Unicode normalization, a standard text-cleanup step, can merge it with 爫. For ordinary Han writing, 爫 is the practical form.
爫 is a claw component. Japanese calls this top-of-character form つめかんむり, literally “claw crown.” In Chữ Nôm, a historical character-based script for writing Vietnamese, 爫 represented làm (“to do” or “to make”) in texts dated 1870–1940.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
