What ㇜ means
No: it labels a stroke, not a word. 撇折, the Chinese name for this PZ stroke, describes a left-falling sweep followed by a turn. It is a traditional Han stroke type, represented separately for technical description and indexing.
In the Han characters 公 and 弘, it is respectively the third and fourth stroke. Each complete character carries its own reading and meaning.

1Questions people ask
1Why does ㇜ show as a box on some devices?
Not every system ships a font for the CJK Strokes block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
