What ㇣ means
It marks one circular stroke in a character. Q abbreviates the traditional Mandarin stroke name. Pinyin, the romanization used for Mandarin, writes 圈 as quān; it means “circle” and sounds roughly like “chwen,” with a high, level tone. A 2006 Unicode proposal grouped ㇣ with technical strokes for Chinese, Japanese and Korean characters.
Technical stroke notation, not a casual reaction.
If it arrives alone, ask which character the stroke describes.

1Why does ㇣ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
