What 覽 means
It means to look over, inspect, or read. A form is attested in the Western Han. The Han-era character dictionary 說文解字 glosses it as 觀 (“view”).
In compounds, 閱覽 means reading or consulting a text, 瀏覽 means browsing, 遊覽 means touring, and 展覽 means an exhibition. Older dictionary usage also records accepting a proposal.
Written and compound-heavy; alone, 覽 sounds formal.
