What 讶 means
An early Chinese dictionary, 《说文解字》, defines 讶 as “相迎,” meaning to welcome someone. 《周礼》, a classic about court offices, assigns an official to receive visitors. 讶 combines 言 and 牙; related 迓 uses the movement component, and classical texts also use 御 for welcoming. Japanese 訝 also has senses of suspicion and welcoming someone.

1Why does 讶 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
