What ︢ means
Put ︢ after the first letter and ︣ after the second. In n︢g︣, each half follows its letter, so the double tilde spans both. Alone, ︢ is only the first half.
A 2004 Library of Congress proposal describes the Tagalog double tilde as a mark once used over ng in Latin-script spelling and shows its two-half form in ANSEL, a character set used for MARC library records. The proposal moved new Unicode records to ͠, keeping the halves for defective data that could not be corrected at source.

Unicode treats half marks as an alternative, generally not recommended way to span two letters. The four-character sequence must put each half beside its base letter: n︢g︣. Omitting or misplacing a half leaves defective data.
Why does ︢ render as a broken mark?
Some fonts leave the halves apart.
A 2018 report on Noto Sans and Noto Serif showed these halves failing to join in those fonts. A valid sequence can therefore look split; check the font used to display the final document.

1Why does ︢ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
