What ⹂ means
The name describes the shape: “double” means two marks, “low” places them near the baseline, and “reversed-9” describes their orientation. Some fonts make them look like two short sloping strokes rather than curled commas. Together they form one character.
Rovás, also called Szekler-Hungarian script, is a historical way of writing Hungarian with its own letters. It is attested by the late 13th century, including in stone inscriptions. Lines can run from right to left or alternate direction; ⹂ serves as an opening quote in right-to-left text.
A documented example appears in Sándor Vér’s 2001 book Életfa. That is an example of the mark’s use, not a date for its invention. Hungarian written with Latin letters uses „ to open a quotation and ” to close it.
