What ⭀ means
It points left; the surrounding notation supplies the exact relation.
Unicode groups it with arrows combined with relations. That describes the design, but does not assign one reading to a particular formula; use the formula’s key or surrounding text to see what its author means.
Why was ⭀ added?
Its Unicode proposal was part of a request from the mathematics community.
On December 7, 2007, a Unicode mailing-list reply said this batch of arrows was being added in response to requests from mathematicians, especially people associated with the STIX effort. STIX was a project developing fonts for mathematical publishing.

Questions people ask
1Why does ⭀ show as a box on some devices?
Not every system ships a font for the Miscellaneous Symbols and Arrows block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
