What ፣ means
It marks a small break inside Ethiopic text.
The Ge'ez script, first seen in second- or third-century CE inscriptions, later built a full punctuation set around an old word-spacing bar; the sources checked do not date ፣ itself.
Use ፣ between names, phrases or numbers. Your document chooses between ፣ and its variant ፥, while ፡ is the older wordspace.

1Why does ፣ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
