What ꬅ means
It marks the e-vowel syllable in the tth letter series. “tth” is the Latin label for the consonant shared by the series; each member pairs it with a different vowel. In 2009, a proposal sought this series for Gamo-Gofa-Dawro and Basketo spellings.
Ethiopic inscriptions date to the second or third century CE; around the fourth century the script developed into a syllabic writing system that marks vowels. ꬅ is a later extension, not a form from the earliest inscriptions. If it appears as a box, the font in use may lack Ethiopic Extended-A coverage.

Questions people ask
1Why does ꬅ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
