What 𐵭 means

It marks a nasal change in consonant sounds. It can mark nasalized sounds in words from other languages.

Garay was created by Assane Faye for Wolof in Senegal and first published in January 1961. Faye designed the right-to-left alphabet to feel familiar to readers of Arabic script. His Garay manuscripts include textbooks, folktales, and maps; Garay was also used for a Qur’an with Wolof translation between the lines.

Why does 𐵭 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
