What ̃ means
Language and base letter decide. In medieval Iberian writing, scribes used it for an omitted n. Spanish ñ grew from that shorthand; Portuguese nasal vowels use the mark over a and o.
A related Latin apex, a mark for long vowels, appears in late first- or early second-century inscriptions. Vietnamese’s ngã tone follows Greek perispomeni, a pitch mark.
Why does the combining tilde float?
Fonts position it. Type the base first. Some fonts misplace it. One visible letter may be stored whole or as a base plus this mark; unnormalized searches can miss either form.
