What ੯ means
It stands for the number nine.
In Punjabi written in Gurmukhi, ੯ marks quantities and calculations; some writing uses 9 instead.
Gurmukhi, used for Punjabi and Sikh scripture, was standardized from Landa under Sikh Guru Angad in the sixteenth century; Landa served household and trade writing. Punjabi has had official status in India's Punjab state since 1966; in Pakistan it is also written in Shahmukhi. Indian numeral history is older: Brahmi, an earlier Indian script, had forms for nine on inscriptions and coins around the third century BCE; forms from the Gupta period followed. This does not establish a direct line from a particular Brahmi sign to ੯.
Neutral: the number nine written in Gurmukhi.

Questions people ask
1Why does ੯ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
