What ৯ means
It stands for nine.
In Bengali writing, ৯ marks nine in dates, prices, counts and other decimal numbers. The Bengali word for nine is নয়.
A sign for nine appears in Indian numeral records at Nana Ghat in the early third century BCE. Bengali numeral forms changed across records from the Gupta, Pala, Sena and Varman periods; 15th–18th-century manuscripts preserve later Bengali forms. Gupta copper-plate inscriptions used numerals to mark eras, while Pala records used them for regnal years, counted from a ruler’s accession. The Nana Ghat sign is an early Indian numeral; the Bengali form belongs to later regional development.
Same value, different character.
Fonts draw ৯ in their own style, so its outline can vary. A font without Bengali coverage may show a fallback glyph or nothing. Latin 9, Bengali ৯ and Devanagari ९ all stand for nine, but each has a different character identity.

1Why does ৯ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
