What 읊 means
Its useful reading comes from the surrounding Korean word, usually 읊다.
In that verb, the stem means voicing or performing text, especially a poem; literary use can also mean composing poetry about a subject. A lone 읊 is not a complete message, so copy it from the palette above only to spell the word.
There is no one-off inventor behind the glyph. The verb is attested in 1456 as 잎다; by the 17th century, vowel change and an added ㄹ before ㅍ produced the modern 읊- spelling. That extra consonant records spelling history rather than an extra sound in 읊다.
Why is 읊 pronounced 읍?
Before a consonant, the final cluster reduces to [ㅂ].
That gives 읊다 [읍따] and 읊고 [읍꼬]. Before a vowel ending, the second consonant moves over: 읊어 [을퍼]. Spelling stays fixed while pronunciation follows Korean 겹받침 rules.
A related form, 읊조리다, keeps that layered history: the National Institute of Korean Language traces it to 15th-century 입주리다, built from older 잎- plus 주리-. The source says the old meaning of 주리- is unknown.
On its own it is incomplete; inside Korean it belongs to the recitation verb 읊다 and literary forms.
Treat 읊 as a syllable, not a reaction; read the surrounding word.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
