What 뉼 means
Three Hangul letters form one syllable. ㄴ is n, ㅠ is yu, and ㄹ is final l. Brackets mark pronunciation: [뉼] can stand for a sound spelled 율 or 률 in ordinary writing.
Hangul was announced in 1443 under Korean King Sejong. The 1446 Hunminjeongeum, a guide to the script, explains how consonant and vowel letters form syllables; 뉼 follows that pattern.

1Why does 뉼 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
