What 🟊 means
Neither: it is an ordinary text star drawn extra thick.
Unicode added it in a block of geometric shapes drawn largely from the Wingdings symbol fonts. That block includes stars in several stroke weights, light to heavy, so fonts can offer one consistent family of stars. 🟊 is one of the heavy ones; is a lighter sibling. The extra weight is only about looks: a heavier star is not a better rating or a stronger feeling.
What does it mean when someone sends 🟊?
The same as any star: highlight, score or decoration.
Beside a review or a list of points, it usually counts as one star. At the start of a line it works as a bullet or a "this matters" mark. In a username, bio or title it is decoration. There is no hidden message.
Neutral and decorative; it reads like a slightly bolder version of the familiar .
Heavy describes the drawing only; it does not mean a higher score or more emphasis than .

1Why does 🟊 show as a box?
Your font has no drawing for it. Not every font covers this block, so a box is not unusual. The character is still there; is the safer bet if everyone must see a star.
