What 𜺰 means

It is a character preserved from an early programming system.

Smalltalk is an early programming language. A 2021 Unicode proposal reproduces this glyph from a Smalltalk-78 system-font chart recovered from a prototype Macintosh disk. A system font is the set of letter and symbol designs a computer uses to display text.

The proposal sought compatibility with older Smalltalk material, carrying this character beyond its original system.

Why does this symbol show as a box?

Your font may not include a drawing for this character. A font that supports it shows the zigzag; a box or blank is a display fallback, not a different symbol.
