What ⾢ means
⾢ labels 邑 as a dictionary radical.
A radical is a component dictionaries use to group or find characters. 邑部 is the section for that component; the ordinary character 邑 can name an inhabited place.
Its ancestor appears in oracle-bone and bronze inscriptions. In pre-Qin use, 邑 could refer to a settlement, city, or surrounding territory; under Western Zhou rule it also served as an administrative and social unit. After the Qin-Han commandery-county system—a system of larger districts and smaller counties—many 邑 became cities.
Why does ⾢ look like 邑?
⾢ is the radical form associated with 邑.
Unicode links them as compatibility-related, so the connection is deliberate, but the two are distinct characters.
is another encoded radical form for 邑. The familiar component 阝 is associated with 邑 on the right and 阜 (“mound”) on the left. Some fonts make these forms look close, so appearance alone may not identify the exact character.

⾢ marks a radical; use 邑 when the word itself is intended.

Questions people ask
1Why does ⾢ show as a box on some devices?
Not every system ships a font for the Kangxi Radicals block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
