What ⼶ means
It labels the two-hands component in Chinese character dictionaries.
The oracle-bone forms of 彝 are ancient inscriptions on bones used for divination. Scholars interpret 廾 there as paired hands presenting an offering; 𠬞 is a related written form.
The Kangxi tradition later used this as radical 55, a dictionary lookup label. Unicode lists 廾 as ⼶’s compatibility equivalent, a related form kept separate in character encoding.
Specialist reference use: it identifies a character component in radical-based lookup.

1Why does ⼶ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
