What 𘮐 means
The codepoint-based name is a catalog label, not a reading. Khitan small script used logograms (word signs) and phonograms (sound signs); the latter joined in clusters to spell words. The label alone doesn't tell which role this glyph has.
How was the script created, and what followed?
It was devised to write Khitan. Tradition credits Khitan prince Yelü Diela with its creation around 925. Its forms drew on Chinese characters, while its phonetic system drew on a Uyghur script used by Turkic peoples farther west. It complemented the older large script. The earliest surviving dated small-script inscription is a 1053 tomb epitaph, a carved memorial.
The Liao used Khitan beside Chinese on monuments and in official and literary work. The Jin kept it in official use until 1191; Jurchen writers later modeled their large and small scripts on the Khitan pair.

Questions people ask
1Why does 𘮐 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
