What 𘯴 means
The code-based name identifies this Khitan glyph; it gives no reading.
Created about 925 to write Khitan, the script is credited to Yelü Diela, brother of the Liao emperor. Tradition links it to Uyghur writing, though few similarities remain. A 2012 survey calls Yelü Zongjiao’s 1053 tomb inscription the earliest then-published example. Word signs can stand alone; sound signs form groups. It served Liao records, diplomacy, poetry and translations. Jurchen scripts later adapted Khitan models. Jin officials ended official use in 1191; Western Liao in Central Asia continued it until 1218.
Is it Chinese writing?
No; it belongs to a separate script for the Khitan language.
The script adapted structures from Chinese characters.

1Does a horizontal layout change the meaning?
No. Khitan sound-sign groups can run vertically or horizontally; the two main group shapes are stylistic choices, not different meanings.
