What 𘱔 means
It represents part of a word’s sound.
These sound signs usually join in groups; this value alone cannot translate a word.
Why was Khitan Small Script written?
It was made to write the Khitan language for the Liao state.
Traditional histories credit the Liao emperor’s brother Yelü Diela with creating it around 925; the oldest securely dated example is a 1051 grave inscription for Wugulin Taishi. Its forms drew on Chinese characters.
After Liao fell, Jurchen rulers kept it until 1191; their writing adapted Khitan models. Scholars identified the small script in 1922. Word groups may stack vertically or appear as separate signs in a flat line, where the grouping can be harder to see.

Questions people ask
1Why does 𘱔 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
