What 𘱯 means
It represents the Khitan syllable romanized ge. That spelling gives a pronunciation, not an English gloss. An era-name transcription, pu-kả-l-ge-er, includes it in the expression “Heaven Celebrates.” Khitan sound signs usually combine into word-sized clusters, read left to right and then top to bottom.
When does the Khitan written record begin?
The earliest known dated Khitan Small Script text is from 1053.
Khitan histories attribute the script's creation around 925 CE to Yelü Diela; it was designed to write Khitan. Chinese writing shaped its character-like forms, while accounts link its more phonetic design to Uyghur writing. A monumental inscription dated 1134 shows it still in use under Jin rule.

Questions people ask
1Why does 𘱯 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
