What 𘳅 means
Not reliably from the glyph alone. Khitan Small Script is partly deciphered: some signs stand for words, while sound signs usually group into clusters that spell words. Unicode 18.0 names this entry by codepoint, not by a Khitan reading; the inscription or a scholarly transcription must establish its role.
Why was the script created?
To write the Khitan language. Yelü Diela is credited with creating the Small Script around 925. It reportedly drew on Uyghur writing, a script used for the Uyghur language, although the two scripts have few visible similarities. It served Khitan through the Liao, Western Liao, and Jin periods; tomb inscriptions for Khitan elites are the main surviving texts. Under Jin rule, neighboring Jurchens used Khitan writing for state affairs; their own large and small scripts followed the Khitan model.

Questions people ask
1Why does 𘳅 show as a box on some devices?
It is recent: Unicode added it in version 13.0 (2020), and phones and computers whose fonts are older than that have nothing to draw it with. The character itself is still correct and copies correctly.
