What 𜺨 means

It filled one patch inside a screen cell. A character cell is one box on a text screen. Kaypro's 1983 guide describes graphics cells as a 2-by-4 pixel grid; filling different patches let the computer draw larger images. The same tile appears in Kaypro's Normal character set and the Robotron Z9001 graphics set.

Why does 𜺨 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
